Waukegan’s Master Plan

Less than five years into Waukegan’s 20-year, award-winning, Master Plan for lakefront and downtown redevelopment, the City has embraced a broad and visionary approach to urban planning.

World-renowned architecture and planning firm Skidmore, Owings & Merrill developed the plan, which calls for a renewed focus on Waukegan’s ultimate natural asset — Lake Michigan. It envisions a combination of mixed-use developments in portions of the downtown area along with redevelopment sites with incredible lake views.
